Rudd came in at 127 on the hottestheadsofstate.com list, which described him as “the kind of person you would like to meet in a darkened alley. Because you’d mug him.”
While he didn’t make it into the top half of the list of 214 world leaders, the judges were still full of praise for the Ruddster.
"There is no way his ancestors were criminals…unless their crime was being adorable," they write.
"Everything about him is benign, from his moon-shaped face to his glasses to his crinkling eyes to his thin blonde hair."
Canada's Governor General Michaelle Jean headed the list, taking the top spot after Ukraine's Yulia Tymoshenko was ousted as prime minister.
Norway’s Prime Minister, Jens Stoltenberg, and the King of Bhutan, Jigme Khesar Namgyel Wangchuck, rounded out the top three.
US President Barack Obama came in at 15, while Queen Elisabeth II ranked 138th.
Muammar al-Gaddafi of Libya gave the list a very rough finish, with the judges noting "it’s been decades since a political consultant gave [him] some hard words about your hair and wardrobe choices."
